The World Economic Forum (WEF) is a paradox: an elite gathering that claims to serve the many. In 2026 that paradox is turning into strategic irrelevance. Davos’s theme - “A Spirit of Dialogue” - reads like an aspiration from a calmer era, not an operating model for a world sliding into distrust and fragmentation. (Semafor)

The evidence is blunt. A Davos-timed Edelman poll cited by Semafor reports a mood of “sullen acceptance and insularity,” with 70% of respondents saying they distrust people with different values and opinions. (Semafor) The same week, Oxfam’s inequality report argues that billionaire wealth is consolidating into political and media power, widening the gap between institutions and lived reality. (AJE News) In that context, “dialogue” is not a theme. It is a contested resource - and a strategic liability when absent.

Larry Fink’s (Chairman and CEO at BlackRock) critique lands because it is internal. “For many people, this meeting feels out of step with the moment,” he told Semafor. He also argues that Davos too often “mistook big-picture growth for lived reality,” and warns that AI could replay the pattern as gains flow “to the owners of models, data, and infrastructure.”

That mismatch should be treated as a trigger for a serious alternative: a “World Harmonisation Forum” (WHF). Not a rebrand, but a redesign - from “optimizing the world economy” to “fostering harmony within society” or to “stabilizing the human operating system” that any economy depends on. A credible path is a January 2028 launch as a post-Davos platform built around three capabilities.

(1) Human-machine sensemaking (Intelligence 5.0). In 2018, Swiss strategist Christopher H. Cordey described “Intelligence 5.0” as a response to a “new war of intelligences” and the need for “navigateurs d’incertitudes” - leaders trained to act under ambiguity. He even staged a moment in which a hybrid actor connects to a “World Harmonisation Forum” to pitch “NeurCoin” as a transactional harmonization layer between augmented humans (H+) and AI (IA). The point is not the token; it’s the governance layer: a shared, auditable engine for sensemaking and foresight across sectors.

(2) Legitimacy by design. The WHF must start where Davos struggles: lived reality and plural trust. Embed labor, youth, and community operators into agenda-setting, with authority over metrics and outcomes. (3) Implementation, not proclamation. Fink’s instinct to bring the mountain “down to earth” - convening where the modern world is built - is directionally right. The WHF should go further: rotating field forums in manufacturing corridors, energy transition zones, and AI compute hubs where commitments can be stress-tested against constraints, skills, and politics.

I hope you will agree that Davos doesn’t need to vanish. But it does need an evolutionary successor fit for the next 50 years: a forum that treats dialogue as engineered capability, and trust as measurable infrastructure.

Davos has long been a symbol of Swiss convening power - and Geneva Internationale remains a unique platform for norms, mediation, and multilateral machinery. But symbols don’t preserve relevance; strategic reinvention does. If the WEF, Switzerland, and Geneva Internationale want to remain central in an era defined by fractured trust, cognitive warfare, and human–machine governance, they should not merely defend the WEF model - they should actively explore and help shape the next one. The World Harmonisation Forum is a plausible candidate: not a rejection of Switzerland’s convening legacy, but its modernization - taking “dialogue” off the banners and putting it into the operating system of global decision-making.

En une dizaine d’années, un triptyque s’est imposé silencieusement pour aider les individus à rester fonctionnels dans des systèmes qui changent, eux, beaucoup plus lentement : GLP-1 pour le corps, psychotropes et/ou stimulants pour la psyché, IA générative pour la cognition. Ce que la décennie a révélé, ce n’est pas seulement l’essor de ces prothèses. C’est surtout ceci : plus nos corps, nos esprits et nos cerveaux s’équipent, plus nous repoussons la réforme du réel.

Une médecine et une tech d’abord conçues pour « tenir »

Les agonistes du GLP-1, comme Ozempic ou Wegovy, ont d’abord été décrits comme une révolution médicale. Perte de poids spectaculaire, amélioration des marqueurs métaboliques, réduction des risques cardiovasculaires. Sur le papier, un tournant majeur face à une crise d’obésité devenue structurelle.

Dans la pratique, la promesse a été plus prosaïque : permettre à des millions de personnes de vivre au sein d’un environnement obésogène sans en payer le prix plein. Alimentation ultra transformée omniprésente, horaires morcelés, temps de transport allongés, inégalités sociales, sédentarité intégrée dans l’urbanisme et les métiers.

Les injections de GLP-1 ont agi comme une sorte de frein d’urgence. On n’a pas changé la route. On a simplement donné de meilleurs freins à ceux qui la parcourent. Le réel, lui, reste le même. Résultat implicite : tant que les courbes de poids s’améliorent, la pression politique pour transformer l’offre alimentaire, les mobilités, les conditions de travail reste contenue. Le corps appareillé absorbe ce que l’environnement ne corrige pas.

Même logique côté psyché. Les antidépresseurs, anxiolytiques, hypnotiques se sont imposés comme amortisseurs de la souffrance psychique dans un contexte de stress chronique, d’incertitude économique, de solitude numérique. Les psychostimulants, eux, ont dépassé le cadre du TDAH pour glisser dans les trous de la performance: concours, études sélectives, métiers à flux tendu.

Enfin, l’IA générative a joué dans le registre cognitif le rôle que les psycho-stimulants jouent dans le registre neurochimique. Rédiger plus vite, répondre à plus de mails, synthétiser plus de documents, produire plus de contenus. ChatGPT et ses dérivés n’ont pas simplifié l’environnement informationnel. Ils ont offert un exosquelette pour y survivre.

Au lieu de réduire le volume d’emails, de réunions ou de reportings, on en a produit davantage, en se disant que l’IA suivrait. La surcharge est restée, parfois amplifiée.

Le cerveau assisté a permis d’éviter de poser la question la plus simple et la plus explosive : de quoi peut-on se passer ?

Dans les trois cas, la logique est la même : augmenter la capacité d’adaptation individuelle à un environnement qui, lui, reste largement inchangé. Corps sous GLP-1, esprit sous stimulants ou anxiolytiques, cerveau sous IA. Et, pendant ce temps, le réel continue de tourner, souvent, sur son ancien logiciel.

Double adaptation, vitesses désalignées

Pourtant, réduire cette histoire à une simple « individualisation des solutions » serait trop court. Les systèmes se sont eux aussi mis en mouvement.

Les autorités de santé ont révisé leurs recommandations, négocié les remboursements des GLP-1, renforcé le suivi des prescriptions de psychotropes et des psycho-stimulants, tenté de structurer des filières de prévention. Les États ont produit des textes sur l’IA, discuté de transparence, de responsabilité, de protection des données. Les entreprises ont réorganisé certains processus, créé des « chartes IA », multiplié les programmes de bien-être et les cellules de soutien psychologique.

Autrement dit, l’adaptation est double :

1. Individuelle, via des prothèses pharmaco-numériques.

2. Systémique, via la transformation lente des règles, des institutions, des normes, des infrastructures.

La fracture est ailleurs : dans la vitesse.

Les médicaments innovants et les IA génératives se diffusent à grande allure, portés par les marchés, les attentes des patients, les promesses de productivité, les effets de réseau. Les systèmes politiques, éducatifs, organisationnels, eux, avancent au rythme des consultations, des commissions, des arbitrages budgétaires, des compromis culturels.

Entre les deux, il y a l’humain, avec son tempo propre. Sa capacité à intégrer, à donner du sens, à transformer ses identités et ses relations. Ce tempo n’a rien à voir avec celui des mises à jour logicielles.

Résultat : les solutions individuelles arrivent en premier. Elles jouent le rôle d’amortisseur, souvent indispensable. Mais plus les systèmes tardent à se transformer, plus ces prothèses risquent de devenir le mode de fonctionnement par défaut, et plus elles desserrent l’étau qui pousserait à réformer le réel.

Amortisseur ou solution : la ligne rouge invisible

Pour les organisations, la question n’est plus uniquement technologique ou médicale. Elle est politique et stratégique.

Traiter le triptyque GLP-1, psychotropes/stimulants, IA comme une solution revient à se satisfaire d’indicateurs superficiels. Un absentéisme « maîtrisé », mais au prix d’une consommation élevée de pharmacologie. Une productivité en hausse, mais soutenue par des salariés qui externalisent une partie de leurs tâches à des IA sans que les processus sous-jacents soient repensés. Un poids moyen stabilisé, mais dans des quartiers où l’offre alimentaire reste dominée par le gras, le sucré, le sel et le rapide.

À court terme, ces amortisseurs réduisent la souffrance, la fatigue, la saturation cognitive. À moyen terme, ils peuvent pérenniser des systèmes qui, sans eux, seraient devenus manifestement intenables. Les prothèses n’incitent pas à réformer le réel. Elles le rendent supportable, parfois trop.

Mettre les horloges à l’heure : synchroniser les tempos

L’enjeu de gouvernance devient alors un jeu de vitesses. Il ne s’agit pas de refuser les prothèses, ni de sacraliser une forme de « pureté » non appareillée. Il s’agit de les utiliser pour gagner du temps, tout en investissant ce temps dans des transformations structurelles.

En santé au travail, cela suppose de considérer les chiffres de consommation de psychotropes et des psychostimulants comme un indicateur de dysfonctionnement organisationnel, pas comme un bruit de fond.

En transformation numérique, l’introduction de l’IA devrait être l’occasion de supprimer des tâches inutiles, de simplifier les circuits de validation, de clarifier ce qui compte vraiment, plutôt que de simplement accélérer un flux déjà absurde. L’IA ne devrait pas servir à adapter le cerveau au chaos, mais à réduire le chaos.

En santé métabolique, l’accès aux GLP-1 ne devrait pas dispenser d’agir sur la qualité de l’offre alimentaire, l’urbanisme, les temps de trajet, la possibilité réelle de bouger au quotidien. Sinon, l’injection hebdomadaire devient la taxe silencieuse que chacun paie pour habiter un environnement pathogène, sans que cet environnement soit vraiment questionné.

Accepter que l’humain reste la couche la plus lente

Derrière ces arbitrages, il y a un rappel simple, souvent occulté par l’enthousiasme technologique : la couche humaine restera la plus lente. Lente à apprendre vraiment, à changer de représentations, à intégrer des pratiques durables, à refonder des relations de travail ou des façons d’habiter un territoire.

Tenter d’aligner l’humain sur la vitesse des marchés ou des innovations revient à traiter cette lenteur comme un défaut. Or elle peut devenir une ressource. Le temps nécessaire pour douter, résister, réévaluer, refuser certaines trajectoires.

Dans les organisations qui ont pris ce virage, l’IA n’est pas présentée comme un accélérateur illimité, mais comme un outil encadré, avec des zones de non-recours assumées. Les politiques de santé ne se contentent pas de rembourser des traitements, elles posent des limites à ce qu’on accepte comme prix de la performance.

Après l’adaptation, la question du « pour quoi »

Au fond, ChatGPT, Ozempic, psychotropes et psychostimulants ne sont ni des ennemis ni des providences. Ils sont des révélateurs. Ils montrent que la capacité d’innovation biologique et numérique a dépassé, de loin, la vitesse d’évolution de nos systèmes collectifs. Et qu’entre les deux, les individus bricolent, s’équipent, se médicamentent, se connectent, pour rester à flot.

Les organisations qui sortiront par le haut de cette période seront probablement celles qui auront appris à jouer avec les vitesses, plutôt que contre elles. À accepter des technologies rapides, des institutions lentes, des humains encore plus lents, et à orchestrer ces tempos au lieu de les nier.

Non pas pour « tenir coûte que coûte », mais pour enfin commencer à réformer le réel, plutôt que de le contourner.

Facing adversaries who weaponise emerging technologies faster than institutions can adapt, policing needs a governed capability that turns weak signals into lawful, operational choices. An Imagination Department within a law enforcement organisation institutionalises adversarial creativity - red-teaming, threatcasting, rapid prototyping - while embedding evidence-based methods and rights-by-design safeguards. Context

Law-enforcement agencies operate in an environment where adversarial innovation often outpaces institutional adaptation. Offenders and hostile actors rapidly appropriate emerging technologies - synthetic media (deepfakes), voice cloning, drone-enabled logistics, crime-as-a-service marketplaces, 3D-printed firearms, encrypted and anonymised communication channels - and combine them with sophisticated social-engineering and financial infrastructures. These shifts are non-linear: new methods diffuse globally within days; toolkits lower the expertise threshold for exploitation; and cross-border coordination complicates attribution and prosecution. Traditional linear planning, classic scenario sets and other evidence base foresight methods are necessary but insufficient: they tend to stabilise assumptions just as external realities destabilise them.

Simultaneously, democratic and legal constraints are tightening. European and international frameworks - including practical guidance for AI in policing and the Council of Europe’s AI Convention - raise the bar for necessity, proportionality, transparency, explainability, and accountability in any data-intensive or algorithmic policing practice. In this setting, the question is not whether to “innovate,” but how to imagine and test futures responsibly - anticipating misuse, pressure-testing concepts before deployment, and building legitimacy by design (Europol, n.d.; EU Agency for Fundamental Rights, 2020; Council of Europe, 2024).

Many jurisdictions have already institutionalised partial responses. Europol’s Innovation Lab and the INTERPOL Innovation Centre provide horizon scanning, observatories, and pilot pathways. National policing colleges set future operating environments and doctrine refresh cycles. Universities and defence organisations run threatcasting and red-team programs.

What remains under-provided inside many police organisations is a dedicated, governed capability for imagination: a unit that invents, simulates, and ethically stress-tests future tactics - before adversaries or vendors force choices in the field - while ensuring rights-preserving, evidentially sound outcomes

Why an imagination department ?

Law enforcement now faces adversaries who innovate faster than institutions can adapt; an Imagination Department lawfully channels adversarial creativity to turn weak signals into operational prototypes, pre-emptive counter-measures, and rights-by-design safeguards. Without it, response lags, avoidable harm grows, and legal and legitimacy risks escalate.

There are three basic rationale.

(1) Adversaries already weaponise imagination

Criminals and hostile actors do not wait for policy cycles. They project forward, hypothesise weaknesses, and trial new combinations - deepfake extortion scripts, voice-clone vishing, smuggling drones, synthetic identities - then iterate on law-enforcement responses. A formal Imagination Department institutionalises the same proactive stance: adversarial creativity under rules of law. It becomes the organisation’s internal “red cell,” generating extreme-but-plausible futures and deriving counter-measures that can be codified into doctrine, training, and procurement criteria (Financial Times; Europol, 2022).

(2) Complementing - not duplicating - foresight and innovation

Observatories scan; labs pilot; strategy teams prioritise. The missing function is stress-testing: turning signals into operationally credible threat narratives, building tangible prototypes (mock UIs, scripts, exercise injects), and testing evidential chains before any tool or tactic touches an investigation. The Imagination Department sits adjacent to the Innovation Lab and INTERPOL’s Centre: it pulls their outputs into action (threatcasting, design fiction, red-teaming), closes the loop with field units, and feeds back concrete requirements to procurement and policy (Europol, n.d.; INTERPOL, n.d.; Threatcasting Lab).

(3) Anticipatory safeguards for rights and legitimacy

Policing must remain effective and legitimate. Many high-risk technologies (biometrics, large-scale analytics) demand ex-ante assessments and traceable rights-by-design controls. An imagination unit embeds Fundamental-Rights Impact Assessments (FRIAs), explainability notes, and red lines into the earliest ideation stages - before sunk costs or path dependencies make change hard. This keeps experimentation within lawful boundaries, protects chain-of-custody and evidential integrity, and sustains public trust (EU Agency for Fundamental Rights, 2020; Europol, 2024/2025; Council of Europe, 2024).

What could be an imagination department ?

An Imagination Department within a law-enforcement organisation could look like this: a lean, cross-functional unit that systematically converts weak signals into operational options through adversarial imagination, threatcasting, rapid prototyping, and rights-by-design review.

Potential Mission

To explore, prototype, and ethically pressure-test future policing concepts - before adversaries or markets force them upon us - so that operational choices remain effective, lawful, explainable, and publicly legitimate.

3 core functions - non exhaustive - with tangible outputs

1. Adversarial imagination & Red-Teaming
   Systematically invent and simulate plausible criminal uses of emerging tech, then derive lawful counter-measures.
   Outputs: attack trees, red-team playbooks, counter-tactic briefs, evidential-chain checklists.
   Benchmark: France’s Red Team Défense adapted to civilian and rights-preserving constraints.

2. Threatcasting & design fiction for policing
   Convene operators, digital forensics, legal advisors, community representatives, industry, and academia to construct 5–10-year threat narratives with concrete “signposts” and tactical backcasts.

There are many potential benefits, but the primary benefit is most probably serious-harm reduction - earlier detection and disruption of emerging threats that prevents injuries, saves lives, and preserves evidential integrity. Find other.

In sum, a modern police foresight department can no longer treat imagination as optional: it must blend imaginative red-teaming, and other methods with evidence-based insights, legal safeguards, and operational testing to anticipate threats before they materialize. Only this fusion delivers proportionate, effective, and publicly legitimate security.

It follows export restrictions imposed on many of the materials by China, which dominates the supply chains for critical minerals and permanent magnets needed for technologies from smartphones to fighter jets. “They [the US defence department] are incredibly focused on the stockpile,” said one former defence official. “They’re definitely looking for more, and they’re doing it in a deliberate and expansive way, and looking for new sources of different ores needed for defence products.” Another former defence official said the $1bn is an acceleration over previous stockpiling efforts.

This week Beijing unveiled sweeping new export controls on rare earths and related technologies, prompting Donald Trump to say on Friday that he would no longer meet Chinese leader Xi Jinping later this month as planned. The US would impose an additional 100 per cent tariff on Chinese imports in response, Trump said, adding: “There is no way that China should be allowed to hold the world ‘captive’ but that seems to have been their plan.” Beijing’s restrictions have fuelled fears in the US and Europe about their continued access to the metals. Critical minerals are a national security priority for the Pentagon because they are crucial to virtually every weapons system, as well as technologies such as radar and missile detection systems.

The defence department’s recent stockpiling activity is a marked acceleration driven by the Trump administration’s renewed enthusiasm for critical minerals. Some of the metals the Pentagon is seeking to acquire were not previously being stockpiled. “China’s ability to turn off the supply of these critical minerals would have a direct, palpable and adverse effect on US ability to field the kind of high-tech capabilities that we’re going to need for any kind of strategic competition or conflict,” said Stephanie Barna, a lawyer at Covington & Burling in Washington.

Recent expressions of interest from the DLA include plans to buy up to $500mn of cobalt, up to $245mn of antimony from the domestic US Antimony Corporation, up to $100mn of tantalum from an undisclosed US company and up to a combined $45mn of scandium from Rio Tinto and APL Engineered Materials, a chemical manufacturing company based in Illinois that has offices in Japan and China. The plans show that the US government was “conscious of how critical this stuff is, and wants to support whatever domestic capacity they have,” said one sector executive. “It’s very early days for western governments to stockpile critical minerals but they’re increasingly focused on it.” The DLA stockpiles dozens of alloys, metals, rare earths, ores and precious metals, which are stored in depots throughout the country. Its assets were valued at $1.3bn as of 2023.

The materials can only be released by the president in times of declared war, or if deemed necessary for national defence by the under-secretary of defence for acquisition and sustainment. The price of germanium has soared this year as exports from China have fallen, with western traders warning of “panic” in the market as companies struggled to get hold of it. The germanium issue is one the Pentagon is trying to fix. The price of antimony trioxide has almost doubled over the past 12 months, while carmakers have struggled to secure rare earth materials this year after China restricted certain exports.

Trump’s One Big Beautiful Bill Act contains $7.5bn for critical minerals, including $2bn to bolster the national defence stockpile which the Pentagon intends to spend by late 2026 or early 2027. The OBBA also includes $5bn for defence department investments in critical minerals supply chains and $500mn for a Pentagon credit programme to spur investments. One former defence official said several offices involved in securing the critical mineral supply chains were now “flush with cash” following the passage of the OBBA. The DLA declined to comment. Analysts at Jefferies said the Rio deal, for around 6 tonnes of scandium oxide, was at a price that was “higher than market expectations”. Global consumption of scandium oxide is around 30-40 tonnes, according to price reporting agency Fastmarkets, with China the leading producer. The DLA stated in its filings that Chinese export controls on scandium had “constrained the supply chain”. The deal with USAC for antimony, meanwhile, would grow a stockpile “sufficient for industrial base mobilisation in a national emergency” and enable the company to continue producing in what was a “volatile” sector, it said. USAC sources the mined material that it turns into metal from Canada, Mexico, Australia, Chad, Bolivia and Peru, chief executive Gary Evans told the FT. The company reported revenues of $15mn in 2024 and does not report its annual antimony metal production. The DLA deal for around 3,000 tonnes of antimony metal compares to total US antimony consumption in 2024 of 24,000 tonnes, according to the US Geological Survey. “Market participants have been taken aback by the volumes requested by the DLA across several metals. Many consider the quantities to be unrealistic, especially within the proposed five-year timeframe,” said Cristina Belda, from Argus Media. “In most cases, the requested tonnages exceed the US’s annual production and import levels.” The DLA has also sought information for the potential acquisition of rare earths, tungsten, bismuth and indium to add to the stockpile.

The volumes of bismuth and indium were “significant” given the global size of the markets, said Solomon Cefai from Fastmarkets. “It is hard to imagine a situation where non-China supply would not be pressured by the volumes the DLA is looking at,” he said.

The DLA is seeking information for the potential acquisition of 222 tonnes of indium ingots, which compares to US consumption of refined indium of around 250 tonnes in 2024, according to the USGS.

À l’intersection de la biopolitique foucaldienne, de la pharmacologie comportementale et des crises systémiques contemporaines, la pharmacopolitique désigne une potentielle nouvelle forme de gouvernance qui ne cherche plus à encadrer les corps mais à reprogrammer leurs fonctions internes - faim, désir, humeur, libido, obéissance.

Scénario dystopique.

Au début des années 2030, une série de catastrophes agricoles globales - causées par des dérèglements climatiques extrêmes, des effondrements écosystémiques régionaux (pollinisation, dégradation des sols, épuisement de l'eau douce) et des conflits géopolitiques autour des voies d'approvisionnement - provoque une crise alimentaire systémique et prolongée. Les prix des denrées explosent, les famines éclatent, et les puissances agricoles (Chine, Inde, États-Unis, Brésil, etc) deviennent les nouveaux centres de conflit global.

Dans ce contexte, les grandes puissances occidentales, à court de leviers pour assurer la sécurité alimentaire de leur population, opèrent un virage pharmacopolitique1 : plutôt que de nourrir, elles décident de réduire les besoins physiologiques des populations.

Le pivot technologique

Les traitements anti-obésité de nouvelle génération, héritiers des premiers succès de l’Ozempic (GLP-1 agonistes), sont perfectionnés et reprogrammés non plus pour soigner, mais pour supprimer durablement la sensation de faim. Certains variants inhibent même la production de ghréline (hormone de l’appétit) sur le long terme, reconfigurant le métabolisme humain vers un état de consommation minimale.

Les États, sous pression, instaurent des politiques de rationnement inversé : des crédits alimentaires négatifs, où chaque citoyen se voit imposer une limite maximale de calories hebdomadaires. Pour la respecter, il devient quasi nécessaire d’utiliser ces "coupe-faims d’État", subventionnés, voire obligatoires. Leur refus entraîne la perte de certains droits sociaux.

Mutation de la société

Une nouvelle norme corporelle émerge : la maigreur extrême n’est plus un symptôme, mais une vertu civique. L’anorexie devient une forme de loyauté à l’État, de discipline morale et écologique.

On parle alors de "bio-ascétisme patriotique". La frugalité devient spectacle, et les plus vertueux sont ceux qui arrivent à vivre avec 400 kcal/jour grâce à des cocktails pharmacologiques.

Dans les couches les plus intégrées de la société, un mouvement transhumaniste émerge : pourquoi se limiter à réduire l’appétit quand on peut se libérer du corps biologique ? Ainsi naît une tendance à la dématérialisation volontaire, d'abord cognitive (via neuro-interfaces), puis corporelle (transfert partiel de conscience, existence virtuelle prolongée), vendue comme ultime solution à la crise des ressources.

Le cadre dystopique

L’humanité bascule dans un monde où le contrôle de la faim devient le principal levier de stabilité sociale, où la maigreur est un attribut politique, et où l’autodissolution corporelle est récompensée. La violence d’État n’est plus militaire, mais métabolique et neurochimique. Les rebelles sont ceux qui mangent encore, qui digèrent, qui transpirent, qui résistent à l’effacement.
