Tom Ellison argues that a coming El Niño could intensify the global fallout from the Iran war by compounding energy, food, and political shocks. The conflict has disrupted oil, gas, fertilizer, and shipping flows, while backlogs, insurance risks, damaged infrastructure, and higher fuel costs may persist even after fighting eases. El Niño would add extreme heat, droughts, floods, and higher electricity demand, worsening grid stress, crop losses, fertilizer shortages, and food-price spikes. The article stresses that vulnerable populations and import-dependent states face the greatest risks, especially as U.S., European, and multilateral aid capacities have weakened. These pressures could fuel instability, disinformation, resource conflict, and hybrid warfare, including in Europe and the Middle East. Ellison’s central claim is that climate resilience is not a secondary environmental issue but a security imperative: governments should harden food, water, energy, infrastructure, and aid systems while avoiding short-term energy responses that deepen long-term vulnerability.

The Iran war has sparked generational shocks to global energy and food security. As the effects of these shocks—from fuel shortages to food price spikes—become increasingly apparent, they will strain peace and stability worldwide. Some of these impacts are already unavoidable, with disruptions intensifying if the conflict persists. But independent of U.S. actions in the region, the coming of a hotter, more dangerous weather pattern known as El Niño is set to exacerbate the food and energy security fallout of Iran—reminding us that Mother Nature gets a vote on our priorities, too, and that climate resilience is inseparable from global security goals.

As world leaders talked geopolitics at February’s Munich Security Conference and returned home to March’s Iran conflict, scientists started forecasting that Earth is starting to transition from its current La Niña phase, entering an El Niño phase as soon as June. During El Niño, warm waters shift east in the Pacific, raising global temperatures and intensifying extreme storms, precipitation, and droughts in many parts of the world. The most recent warm cycle in 2023-2024 gave us the hottest year ever recorded, briefly breaching the Paris Agreement’s 1.5 degrees Celsius benchmark, and fueled record-breaking drought, floods, and other disasters around the world. Even with La Niña sanding off climate change’s sharpest edges, 2025 temperatures were 1.4 degrees above preindustrial levels and the third hottest year ever recorded, with today’s cool periods regularly hotter than the warmest periods of history. This was described as “a breaking point” and forced militaries to deploy more than 150 times around the world for climate disasters.

The next El Niño is likely to intensify warming to even greater highs in 2026-2027, with a growing probability of an especially warm “Super” El Niño. A climate change-fueled El Niño will amplify the global shocks of the Iran war, many of which will unfold over the coming year even in the unlikely case that risk of renewed conflict resolves soon.

Preamble

The above document was produced during the PIP 2016 (International Panel of Futurists) from July 11-13, 2016. It was organised by IRES, the Royal Institute for Strategic Studies, in Rabat, Morocco, a think tank led by Mr Mohammed Tawfik MOULINE together with his team1.

The document represents the crowdsourcing work of an international group of futurists (see below the full list)2 - selected by Fabienne GOUX_BAUDIMENT - who all contributed and sought to map major global trends and emerging phenomena as they appeared in mid-2016. The chart should therefore be read not as an individual forecast, but as a collaborative foresight artifact shaped by multiple perspectives and a shared effort to structure uncertainty.

My handwritten notes discussed below belong to the sensemaking exercise that followed the trends mapping. Their importance lies in the way they transform a broad trend, signals, and emergences inventory into a more focused reflection on democracy, sovereignty, technological power, and the future of the human being.

This post aims to revisit this 2016 artifact as a retrofuture document. Rather than judging it simply by predictive accuracy, it examines what it reveals about how futures were imagined at the time, which tensions were already becoming visible, and what methodological lessons such an artifact can still offer contemporary foresight practice.

1. Introduction - A July 2016 document from a future that no longer exists

Dated 12 July 2016, the document examined here is more than a trend map. It is a layered foresight artifact composed of a printed futures chart, handwritten markings across that chart, and two additional handwritten synthesis pages that condense the map into a short list of civilizational concerns. Read together, these layers capture a moment when scanning the future gave way to something more interpretive: an effort to understand how emerging technologies, governance mutations, demographic shifts, and bio-political transformations might converge into a new social order.

The usual way to revisit an old foresight document is to ask whether it was right. That is too narrow. The more interesting question is what kind of future it thought it was entering. The July 2016 notes do not merely identify themes such as blockchain, basic income, AI, longevity, or world governance. They reorganize those themes around deeper anxieties and possibilities: democracy under monitoring, sovereignty under pressure, humanity under redesign, rights under expansion, and work under erosion. The artifact therefore deserves to be read not as a scorecard of prediction, but as a historical grammar of anticipation.

From today’s vantage point, the value of the document lies precisely in this double movement. It first inventories signals. It then extracts a hypothesis from them. That hypothesis is strikingly audacious: the coming transition will not be defined only by new technologies, but by a redefinition of governance, legitimacy, and the human being itself. This article revisits that hypothesis as a retrofuture audit, asking not only what the document saw clearly, but what it struggled to name, what it missed, and what its categories reveal about the anticipatory imagination of 2016.

2. The artifact in layers - From printed trend map to handwritten civilizational hypothesis

The printed chart offers the familiar architecture of institutional foresight. It arranges themes across a field of “settled trends” and “emerging phenomena,” associating them with issues such as world governance, synthetic biology, smart medicine, universal currency, basic income, cyber eugenics, automation, climate change, and global identity. At this level, the artifact behaves as many futures maps do: it turns complexity into an overview and presents a wide field of possible relevance.

A second layer appears directly on top of the chart. Here the handwriting begins to disrupt the neutrality of the printed frame. Certain areas are circled, linked, or renamed through marginal concepts such as values, identity, women, food, poverty, reverse surveillance, corruption, and new trust economy. The annotations suggest dissatisfaction with treating signals as isolated topics. They begin to reorganize the map around social and moral stakes rather than sectoral categories alone.

The third layer, composed of the handwritten synthesis pages dated July 12, 2016, is the most consequential. These pages no longer scan broadly; they select and condense. Global citizenship, blockchain and DAO, cyber eugenics, basic income, parity between Muslim and Christian populations, a new role for human beings, longevity, sovereign-less society, circular economy, AI and AGI, and a shift of power toward cyber are not listed as equal trends. They are staged as components of one larger transition. The artifact therefore evolves across its own layers: from map, to interpretation, to manifesto. That trajectory is itself a foresight lesson. The meaningful work does not end with mapping; it begins there.

3. Reading 2016 historically - What kind of future was being imagined?

The July 2016 document reflects a threshold moment in the politics of anticipation. The future it imagines is no longer simply one of innovation, connectivity, and growth. Nor is it yet fully a world of polycrisis, platform dependency, and AI saturation in the sense that later years would make familiar. Instead, it occupies an in-between zone: the period when digital infrastructures, distributed systems, life sciences, and automation were increasingly understood not just as technical developments, but as forces capable of reorganizing the political and anthropological foundations of social life.

That shift is visible in the language of the notes. “Global citizenship,” “one currency,” and “world governance” suggest a world moving beyond inherited national containers. “Blockchain → DAO / P2P” suggests that infrastructure itself might become political form. “Cyber eugenics,” “longevity,” and “what it will be to be a human being” point toward the body and personhood as sites of transformation. “Monitoring democracy” shows that even democracy is no longer assumed as a fixed institutional backdrop; it is itself becoming unstable, measurable, vulnerable, and redesignable.

This is what makes the artifact historically revealing. It shows 2016 as a year in which emerging forces had become visible, but their later institutional forms had not yet fully crystallized. The notes therefore oscillate between acuity and conceptual strain. They sense that a new order is forming, but can only name it through provisional labels: neo, cyber eugenics, sovereign-less society, AGI? That instability is not a weakness of the document alone. It is evidence of the difficulty of thinking at the edge of historical transition.

4. The real foresight move - Why the handwritten synthesis matters more than the printed map

The printed chart remains useful, but the real foresight move occurs in the handwritten synthesis- part of the sensemaking exercise. That is where the document ceases to behave like a broad scan and begins to function like an argument. The 2016 notes do not ask what is merely new. They ask what is being fundamentally restructured. Democracy is boxed. “Monitoring democracy” is circled. DAO is linked to world governance. “What it will be to be a human being?” is elevated from implicit background concern to explicit central question.

This movement matters because it separates two different kinds of foresight. The first kind classifies signals. The second identifies the deeper tensions through which those signals may become historically significant. The synthesis pages belong to the second type. They compress the map into a short agenda centered on governance mutation, post-nationality, human transformation, rights, and purpose. In doing so, they reveal a practical truth about anticipatory work: the most important outcome of scanning is often not the inventory itself, but the interpretive condensation that follows.

Seen this way, the July 2016 pages are not supplementary notes. They are the intellectual center of the artifact. They show a practitioner moving beyond descriptive foresight toward something closer to political anthropology. This is the point at which the document stops being about technologies and starts being about forms of life.

5. Democracy under transformation - From governance to monitored legitimacy

One of the most striking features of the handwritten notes is the treatment of democracy as an unstable object. The word itself is boxed, and the phrase “monitoring democracy” is singled out as a major concern. This is not the language of a period that assumes democratic form to be secure. It is the language of a period beginning to recognize that digital infrastructures, data systems, algorithmic visibility, and network coordination may alter the conditions under which democratic legitimacy is produced and maintained.

The term “monitoring democracy” is suggestive precisely because it is ambiguous. It may imply surveillance of democratic citizens, quantification of participation, platform intermediation of public discourse, real-time legitimacy metrics, or the replacement of slower institutional mediation with continuous data-based exposure. In each case, democracy becomes less a constitutional arrangement and more an object subjected to technical scrutiny and infrastructural redesign. The notes do not fully articulate the later forms this pressure would take, but they clearly sense that democracy is entering a different regime of vulnerability.

From the present, this intuition appears remarkably sharp. The following years would intensify concern about disinformation, platform governance, data extraction, computational propaganda, trust collapse, and the thinning of public mediation. The lesson is not that the notes foresaw every mechanism. It is that they grasped something deeper: democracy itself had become a frontier of transformation. Foresight must therefore stop treating democratic order as a stable container for change and start treating it as a changing variable in its own right.

6. From sovereignty to protocol - Global citizenship, DAOs, and post-national order

The notes repeatedly return to a post-national horizon. “Global citizenship” is coupled with “new rights,” “one currency,” and “right to live + die.” Elsewhere, blockchain is linked to DAO and P2P, while a separate note connects DAO to world governance. Even the difficult phrase “sovereign-less society” points in the same direction: the possibility that authority, coordination, and belonging may no longer be organized primarily through territorial state sovereignty.

This is one of the document’s boldest hypotheses. Blockchain is not treated here as a technical curiosity or a financial instrument. It is treated as a governance substrate. The move from blockchain to DAO suggests that distributed ledgers were already being interpreted as a possible basis for collective organization, protocol-mediated trust, and non-state institutional experimentation. Likewise, global citizenship and one currency condense the idea that legal identity and exchange might migrate beyond national containers.

What unfolded later was more uneven than the notes imply. States did not disappear, and genuinely decentralized governance remained partial, contested, or absorbed into more concentrated infrastructures. Yet the notes were not wrong about the pressure. Trust, identity, exchange, and coordination have all become more infrastructural, more transnational, and more mediated by technical systems than earlier political frameworks assumed. The language of the 2016 artifact may be unstable, but its intuition remains powerful: sovereignty would not vanish, but it would have to coexist with new protocol-like forms of organization and legitimacy.

7. The anthropological break - What will it mean to be a human being?

No phrase in the handwritten pages is more consequential than the question: “What it will be to be a human being?” That line changes the entire register of the artifact. It shows that the author was not merely interested in new systems or institutions, but in the transformation of the subject around which political and moral order has traditionally been organized. This concern is reinforced by adjacent phrases: dehumanity or dehumanization, new role for human beings, cyber eugenics, longevity, human enhancement, transformation, and right to live and die.

Taken together, these notes point toward an anthropological break. The human being is no longer assumed to be the stable measure of institutions, rights, work, and political order. Instead, it becomes a site of intervention, redesign, extension, and uncertainty. Enhancement, longevity, and cyber eugenics all imply that technical systems may not only assist human life, but sort, optimize, and redefine it. The reference to the right to live and die further expands the question into one of bodily autonomy, dignity, and the governance of life itself.

Much of this language still sounds provocative, and some of it sounds historically marked. Yet its provocation is revealing. What seemed extreme in phrasing has become normalized in substance. Debates about assisted dying, algorithmic selection, cognitive enhancement, biomedical intervention, reproductive choice, personalized health, and the governance of human capacities now occupy mainstream institutional discourse. The 2016 notes therefore deserve to be read less as rhetorical excess than as an early attempt to name a shift for which the period lacked settled vocabulary: the destabilization of the human as a fixed political and moral category.

8. The crisis of purpose - Work, income, and the new role of human beings

The notes treat basic income as a central item, but its significance is broader than policy design. It appears alongside AI, robotics, machine learning, AGI, longevity, and the question of a “new role / function / reason of being for human beings.” This conjunction is essential. The document is not merely worried about labor displacement. It is worried about the erosion of the moral and social architecture built around work.

In industrial and post-industrial societies alike, work has long functioned as more than an economic mechanism. It has anchored contribution, recognition, identity, and distribution. The July 2016 notes imply that this settlement is under stress. Larry Fink’s (Chairman and CEO at BlackRock) critique lands because it is internal. “For many people, this meeting feels out of step with the moment,” he told Semafor. He also argues that Davos too often “mistook big-picture growth for lived reality,” and warns that AI could replay the pattern as gains flow “to the owners of models, data, and infrastructure.”

That mismatch should be treated as a trigger for a serious alternative: a “World Harmonisation Forum” (WHF). Not a rebrand, but a redesign - from “optimizing the world economy” to “fostering harmony within society” or to “stabilizing the human operating system” that any economy depends on. That is the Middle East’s most consequential reality: the region’s strategic drama is tightly coupled to the global economy through a few critical routes and institutions. The chokepoints don’t just carry oil; they carry leverage. To see how power actually works across this system, it helps to stop thinking in bilateral “friend–foe” terms and start thinking like a network engineer.

A network lens: hubs, chokepoints, hinge nodes

Israel is the clearest “hard link” in this network. The US–Israel 10-year Memorandum of Understanding covers $38 billion for FY2019–FY2028 (about $3.8B per year) in military assistance, anchoring Israel’s long-term modernization and procurement pipeline to US policy, budgets, and export licensing.

Interpretation: The US security hub creates deterrence and stability, but it also inherits entanglement risk: when Israel–Iran escalation threatens shipping or regional bases, Washington’s posture is pulled toward crisis management-even if it would prefer distance.

The commerce and energy hub: China is the demand center

China’s role is structurally different. Beijing is not the region’s main security guarantor; it is the demand-side gravity well. It buys energy, sells manufactured goods, builds infrastructure, and increasingly experiments with settlement mechanisms that marginally reduce exposure to Western financial chokepoints.

The Iran case shows the asymmetry. Reuters reported in mid-2025 that China purchases around 90% of Iran’s exported crude, equating to about 13.6% of China’s total oil imports in the first half of 2025, with independent “teapot” refiners central to the trade and frequent relabeling/transshipment through third countries.

Interpretation: Iran’s export revenue becomes unusually exposed to China’s demand, shipping access, and enforcement pressure; China’s exposure is broader and more substitutable-except where geography forces dependence.

The chokepoint: Hormuz turns regional conflict into global pricing

That geography is the Strait of Hormuz. The US Energy Information Administration estimates that in 2024 and early 2025, flows through Hormuz represented more than one-quarter of total global seaborne oil trade and about one-fifth of global oil and petroleum product consumption; roughly one-fifth of global LNG trade also transited the strait in 2024.

EIA also estimates that 84% of crude/condensate and 83% of LNG passing Hormuz went to Asian markets in 2024, with China, India, Japan, and South Korea the top destinations.

Pipeline bypass capacity helps-but only partially. EIA estimates about 2.6 million b/d of Saudi and UAE pipeline capacity could be available to bypass Hormuz in a disruption scenario, and notes the UAE’s 1.8 million b/d pipeline to Fujairah as a key route-still far below the strait’s scale.

Interpretation: Hormuz is Iran’s asymmetric lever because it links the two hubs: the US must keep routes open for security credibility; China must keep them open for economic continuity. The Gulf states sit in the middle-earning revenue from flows they cannot fully reroute.

Spine #2: Hinge nodes and sanctions friction

Sanctions are not a wall; they are system friction

Sanctions rarely “stop” trade cleanly. More often they raise the cost of doing business: fewer banks will touch a payment; fewer shippers will insure a route; more documents must be laundered through intermediaries; more parties fear secondary exposure. The cumulative effect is a drag on the sanctioned state—and a new form of leverage over everyone in the chain.

US Treasury has emphasized expanding tools that create secondary sanctions risk for foreign financial institutions that support Russia’s military-industrial base, illustrating how enforcement targets connectors, not only principals.

The UAE as a hinge node: powerful - until it becomes a point of failure

Hinge states thrive because they provide high-trust logistics and finance in a low-trust environment. The UAE-by virtue of shipping, re-export, financial services, and geographic placement-has become a quintessential hinge node, which also means it faces pressure when enforcement tightens on transshipment and third-country enablement.

Interpretation: In network terms, hinges are “high betweenness centrality” nodes: they don’t have to be the biggest economy or the strongest military to matter. When they are squeezed-through compliance actions, designation campaigns, or reputational shocks-the disruption propagates far beyond the original target.

Saudi Arabia (KSA) : the market-making hub with security depth

KSA functions as a system hub in two ways. First, it is an oil market-maker: through OPEC/OPEC+ leadership and spare capacity dynamics, Saudi decisions influence global price stability and therefore inflation, interest-rate expectations, and political risk far beyond the region. Second, it is a regional security heavyweight whose deterrence posture—especially air and missile defense—interlocks with the US security architecture. This is where KSA’s “hub-ness” becomes sticky: air defense systems, interoperability, training, and resupply create long-cycle dependencies that are difficult to rewire quickly.

Interpreation: when threats rise (Iran-linked attacks, maritime risk, escalation around Israel, Somaliland), KSA tends to behave like a risk manager - trying to dampen instability that could endanger infrastructure and investment confidence - while preserving the capacity to escalate if core security is threatened. In other words, Saudi Arabia is a hub that prefers managed volatility, because its domestic transformation agenda depends on predictable capital conditions.

Qatar: a gas chokepoint-adjacent hub and diplomatic connector

Qatar’s structural power comes from being both indispensable infrastructure and indispensable diplomacy. On energy, Qatar is a global LNG superpower; its North Field expansion trajectory makes it a key “release valve” for future gas market tightness. On security, Qatar’s hosting of Al Udeid anchors a major portion of US operational reach—making Doha a critical node in the US security network, even though Qatar is not a classic military heavyweight. On politics, Qatar’s comparative advantage is brokerage: it maintains channels to actors others often can’t-or won’t-engage, and it converts that access into influence.

Interpretation : Qatar is best understood as a connector node with high “broker value.” It can reduce friction in crises by keeping negotiating channels open—but it also absorbs “blowback risk,” because hosting strategic assets and mediating in high-stakes conflicts can make it a symbolic or operational target.

Alternative rails: not a dollar replacement, but meaningful at the margin

Financial fragmentation is the second kind of chokepoint politics. The trend is not that the dollar disappears; it is that some corridors become marginally more resilient.

An EY report summarizing Chinese sources notes that CIPS (China’s Cross-Border Interbank Payment System) processed RMB 175 trillion in 2024, up 43% year-on-year, reflecting sustained growth in RMB settlement infrastructure.
PBOC reporting also documents large and growing CIPS transaction values in 2024.

Interpretation: This does not eliminate sanctions leverage, but it can reduce it at the margin-especially for sanctioned trade that can tolerate complexity, opacity, and higher transaction costs.

Turkey: a regional hinge node & high leverage connector

Turkey’s Middle East posture has crystallized into two mutually reinforcing roles. First, it acts as a regional hinge node, linking Gulf capital with Eurasian supply and European demand. Ankara leverages its geography across energy and trade corridors, promotes itself as a logistics and transit platform, and uses diplomatic normalization - especially with Gulf states - to attract investment, tourism, and financing during periods of domestic economic strain. Second, Turkey operates as a border-security revisionist, shaping realities through forward deployments and buffer-zone strategies in northern Syria and northern Iraq, while pushing expansive maritime claims under the “Blue Homeland” doctrine and partnerships in the Eastern Mediterranean and Libya.

In the wider hubs-and-chokepoints system, Turkey is neither the primary security hub (the US) nor the main demand hub (China), but it is a high-leverage connector. That increases its bargaining power-yet its forward posture and maritime assertiveness also raise regional volatility, turning disputes into potential security and energy-price shocks.

Interpretation : Turkey’s “hinge + revisionist” posture is essentially a strategy of strategic autonomy through leverage: Ankara tries to be indispensable as a corridor state (energy, trade, finance linkages) while simultaneously shaping its security perimeter via buffer zones and maritime assertiveness. The payoff is bargaining power with multiple blocs at once; the cost is higher volatility and recurring friction, because the same forward posture that creates deterrence also increases the risk of escalation and pushes partners to build bypass options over time.

Spine #3: Adaptation under pressure

Russia–Iran: a sanctions-adaptation loop hardens into structure

The most visible adaptation loop links Russia and Iran: battlefield demand, sanctions constraints, and technology transfer converge into a security-industrial corridor.

Reuters reported Ukraine’s claim that Russia had launched thousands of Iran-developed Shahed drones during the war and that reports indicated Russia was also manufacturing them domestically using Iranian technology. The International Institute for Strategic Studies describes how Iran began supplying Shahed-131/136 one-way attack UAVs in 2022 and how the relationship evolved toward domestic Russian production.

Meanwhile, the relationship is being formalized politically. Iranian government sources published the text of a Comprehensive Strategic Partnership signed on January 17, 2025; Russia’s Foreign Ministry has also referenced the agreement’s entry into force. And cooperation spans “dual-use” domains like space: AP reported Russia launched three Iranian satellites into orbit in late 2025, highlighting the broader strategic tie.

Interpretation: This is what adaptation looks like when it becomes durable. Sanctions pressure pushes partners into deeper technical interdependence-precisely because their alternatives are limited.

OPEC+: economics as a geopolitical backchannel

Not all leverage is military. Oil coordination remains a strategic instrument—and a diplomatic channel. OPEC’s “Declaration of Cooperation” formalized the OPEC+ framework that underpins production coordination between Saudi Arabia and non-OPEC producers including Russia.

Interpretation: OPEC+ is a stabilizer (prices and planning) and a backchannel (ongoing bargaining). It can align Saudi and Russian interests in ways that periodically diverge from US preferences, reinforcing the “two hubs” reality: Washington may anchor security, but it does not fully control market governance.

Israel : a security-sensitive tech node

Israel is tightly coupled to the US security hub, but it is also economically integrated with China-under a growing security filter. China’s Ministry of Foreign Affairs reports $22.7B in China–Israel trade in 2024.

Israel’s Institute for National Security Studies notes that China remained Israel’s largest goods import source in 2024 and that China’s share of Israeli goods imports was substantial.

At the same time, Israel has institutionalized scrutiny. Israel’s government describes an advisory mechanism to evaluate national-security implications of foreign investment; UNCTAD and Israeli security-policy analysis date the creation of this committee to October 30, 2019.

Infrastructure highlights the tension: Israel granted Shanghai International Port Group a long concession to operate Haifa’s new Bay Terminal starting in 2021, a deal that became emblematic of the “economic upside vs strategic exposure” debate.

Interpretation: Israel’s position is not “choose China or the US.” It is: capture trade gains while ensuring the security hub (the US) does not view economic integration as strategic vulnerability.

Russia–Israel: deconfliction as a relationship

Even amid deep strategic mistrust-especially given Russia–Iran ties-Israel and Russia have maintained operational channels to avoid accidental clashes in Syria. Reuters reported in 2015 on the establishment of a “hotline” and related coordination mechanisms.

Interpretation: Networks preserve functional links even when political alignment fails. Deconfliction is not friendship; it is plumbing.

What to watch: early indicators before the network snaps

1) Maritime chokepoints and shipping risk

• Hormuz risk premium: war-risk insurance quotes, tanker freight spikes, naval alerts, AIS spoofing/jamming, sudden “dark” shipping clusters.

• Red Sea / Bab el-Mandeb diversion rate: sustained rerouting around the Cape, convoy behavior, port congestion in the Med/Arabian Sea (signals spillover from Yemen/Horn dynamics).

• Critical port/terminal disruptions: Fujairah loading patterns (UAE), Ras Tanura/Jubail signals (KSA), and any repeated interdictions or “board-and-search” incidents.

2) Energy shock indicators

• Oil: OPEC+ cohesion signals (KSA as market-maker): surprise voluntary cuts/extensions, baseline disputes, compliance chatter, or wording that increases “optionality” (pause/reverse language).

• Gas: Qatar LNG stress signals: North Field timeline slippage, force majeure chatter, offshore security incidents, and sharp moves in LNG spot benchmarks (JKM) tied to Gulf headlines.

• Shared-field risk (Qatar–Iran): any incidents affecting Iran’s South Pars side (even if Qatar’s side is untouched) — markets price perceived shared-infrastructure risk quickly.

• Turkey as corridor gauge: unusual moves in pipeline flows or contracts (TurkStream/TANAP), “energy hub” announcements, or politicized transit talk—signals corridor leverage being activated.

3) Sanctions, enforcement, and hinge-node friction

• Sanctions targeting connectors (UAE focus): new designations of traders/shippers/banks, compliance advisories, sudden bank “de-risking” (accounts closed, letters of credit tightened).

• Trade controls tightening: export-control expansions on dual-use components (electronics, machine tools) that feed Russia–Iran production loops.

• Settlement fragmentation: RMB invoicing pushes, CIPS usage headlines, and corporate/bank compliance memos that signal a shift from “workaround” to “policy posture.”

4) Military posture and escalation temperature

• US force posture signals (Gulf + Qatar): unusual movements around major hubs (e.g., Al Udeid/other regional facilities), air defense deployments, heightened base threat conditions.

• Israel–Iran escalation ladder: interceptor/munitions consumption signals, emergency procurement/drawdown talk, and any expansion of target sets that would implicate shipping lanes or Gulf infrastructure.

• Russia–Iran tech deepening: evidence of scaled UAV/munition production (facility expansion, component procurement patterns, new co-production arrangements), plus any “dual-use” cooperation announcements.

5) Gulf politics and rivalry as a shock amplifier (KSA–UAE–Qatar)

• Saudi–UAE rivalry temperature: policy moves that weaponize “hub competition” (HQ rules, trade restrictions), or proxy-arena frictions (Yemen/Horn/Sudan) that can spill into Red Sea risk.

• Qatar mediation viability: whether Doha remains accepted by multiple sides (or gets publicly delegitimized). Loss of broker credibility is a leading indicator that conflicts will last longer and escalate faster.

• KSA de-escalation track health: breakdowns in dialogue with Iran or spikes in missile/drone threats to Saudi infrastructure—often the earliest signal that risk appetite is changing.

Conclusion - What if not : the cascade decade

If the system doesn’t get rewired—if everyone keeps treating this as a set of bilateral disputes rather than a coupled network…

• A “minor” incident becomes the first true supply-chain war at sea. Not a Hormuz closure—just enough drone strikes, seizures, spoofing, and insurance repricing to make energy and container shipping structurally more expensive. The Gulf doesn’t stop exporting; the world just pays a permanent volatility tax.

• The Gulf fractures into competing hubs, not a stabilizing bloc. Saudi Arabia and the UAE harden their rivalry into policy: rival logistics corridors, rival financial compliance regimes, rival proxy bets (Yemen/Horn/Sudan). Instead of absorbing shocks, the Gulf starts producing them—because coordination collapses when it’s most needed.

• Sanctions mutate from a tool into a climate. Enforcement expands from targets to ecosystems: traders, insurers, banks, ports. Hinge nodes (UAE and others) over-correct, trade finance becomes episodic, and global commerce adapts by building parallel corridors that are slower, pricier, and more opaque.

• A fragmented payments world becomes normal. RMB/CIPS and other alternatives don’t dethrone the dollar—but they create just enough insulation for sanctioned corridors to persist. The result isn’t de-dollarization; it’s de-transparency: higher friction, weaker monitoring, and more room for gray-zone statecraft.

• Russia–Iran becomes a durable “workaround bloc.” What began as wartime expediency hardens into co-production, dual-use tech exchange, and deterrence by disruption. That raises the baseline capability for cheap strikes—and lowers the threshold for using them.

• Qatar’s LNG and mediation become a single point of failure. If Doha loses broker legitimacy or its export system is credibly threatened, gas markets reprice globally. LNG becomes the new “canary,” with price spikes arriving faster than diplomacy.

• Turkey turns corridors into bargaining chips. If Ankara politicizes transit and maritime posture while simultaneously pushing buffer zones, it becomes both indispensable and feared—driving others to build bypasses while raising the risk of naval incidents in contested waters.

• Israel–Iran escalation becomes periodic rather than exceptional. Not one war—recurring cycles that burn interceptors, strain resupply chains, and repeatedly test US posture. Each cycle bleeds into shipping risk and energy pricing, and each makes the next one easier to trigger.

End state: the Middle East doesn’t “explode”—it recalibrates into a world where every crisis is priced in advance and resolved late. Markets adapt, governments harden, trade reroutes, and the cost of moving energy, goods, and capital rises structurally. The region becomes not a battlefield of armies, but a switchboard of systemic disruption—where the biggest weapon is not conquest, but the ability to make the global economy flinch on command.

Dans un environnement marqué par la polycrise, la pression informationnelle et l’industrialisation du vivant, la souveraineté ne se joue pas seulement dans les ressources ou la technologie, mais aussi dans notre aptitude à préserver des temps de lucidité, de décision et de régénération.

Les cinq publications que je remets en avant cette année dessinent un même fil conducteur : reprendre prise, nous ré-ancrer, sur ce qui nous gouverne déjà - nos perceptions, nos corps, nos synchronisations collectives, et les infrastructures de confiance. As we move towards 2026, I wish you the right pace: the ability to slow down in order to discern, to speed up when necessary, and above all to choose our rhythms rather than undergo them.In an environment marked by polycrisis, informational pressure and the industrialization of life, sovereignty is at stake not only in resources or technology, but also in our ability to preserve times of lucidity, decision and regeneration.

The five publications I’m highlighting this year (see below) share a common thread: regaining a grip, re-anchoring ourselves, on what already governs us - our perceptions, our bodies, our collective synchronizations, and the infrastructures of trust.
