Mais o&#249; sont les v&#233;hicules financiers permettant &#224; l&#8217;&#233;pargne de prot&#233;ger concr&#232;tement les territoires contre les incendies, les inondations, les s&#233;cheresses et les ruptures de services essentiels ?</h3><p><strong>En d&#233;cembre 2025, Prosilience proposait de consid&#233;rer <a href="https://www.prosilience.ch/p/adapt-resiltech-la-prochaine-filiere?">RESILTECH</a> comme une fili&#232;re strat&#233;gique &#233;mergente, distincte sans &#234;tre s&#233;par&#233;e de la climate tech. Son objectif ne serait pas seulement de r&#233;duire les &#233;missions futures, mais de maintenir les conditions concr&#232;tes de fonctionnement des soci&#233;t&#233;s d&#233;j&#224; confront&#233;es &#224; un climat plus instable : eau, &#233;nergie, alimentation, sant&#233;, infrastructures, logements, t&#233;l&#233;communications et continuit&#233; territoriale.</strong></p><p>Sept mois plus tard, compte tenu de cette ann&#233;e atypique, la question doit &#234;tre pouss&#233;e plus loin. Une fili&#232;re industrielle ne peut &#233;merger durablement sans acheteurs, sans commandes, sans standards et surtout sans capital. </p><div class="callout-block" data-callout="true"><h4 style="text-align: center;"><strong>Existe-t-il donc des fonds europ&#233;ens permettant aux m&#233;nages, aux caisses de pension, aux assureurs et aux investisseurs institutionnels de financer sp&#233;cifiquement la pr&#233;vention des &#233;v&#233;nements extr&#234;mes et la r&#233;duction de leurs cons&#233;quences ?</strong></h4><h4 style="text-align: center;"><strong>La r&#233;ponse est : oui, partiellement - mais pas encore &#224; <br>la hauteur de l&#8217;enjeu.</strong></h4></div><div><hr></div><h2>Des fonds existent, mais l&#8217;actif &#171; habitabilit&#233; &#187; reste introuvable</h2><p>Plusieurs v&#233;hicules se rapprochent d&#233;j&#224; de cette ambition. </p><ul><li><p><strong>Le fonds CRAFT,</strong> soutenu par la Banque europ&#233;enne d&#8217;investissement et domicili&#233; au Luxembourg, investit dans des entreprises proposant des technologies, produits et services de r&#233;silience climatique dans l&#8217;eau, l&#8217;agriculture, l&#8217;&#233;nergie, les infrastructures et les cha&#238;nes d&#8217;approvisionnement. Mais ses investissements sont principalement orient&#233;s vers les &#233;conomies &#233;mergentes.</p></li><li><p><strong>Le fonds InsuResilience, </strong>g&#233;r&#233; par BlueOrchard depuis la Suisse et structur&#233; au Luxembourg, finance pour sa part des entreprises d&#233;veloppant l&#8217;acc&#232;s &#224; l&#8217;assurance climatique, notamment pour les agriculteurs, les petites entreprises et les populations vuln&#233;rables. Il s&#8217;agit cependant d&#8217;un v&#233;hicule de private equity et de dette priv&#233;e destin&#233; &#224; des investisseurs qualifi&#233;s, principalement tourn&#233; vers les pays en d&#233;veloppement.</p></li><li><p><strong>Invesco</strong> a &#233;galement lanc&#233; un <strong>Climate Adaptation Action Fund</strong> destin&#233; aux investisseurs institutionnels. Sa strat&#233;gie consiste &#224; financer, notamment par des obligations th&#233;matiques, des projets d&#8217;adaptation dans les march&#233;s &#233;mergents et les &#233;conomies en d&#233;veloppement. L&#224; encore, l&#8217;instrument existe, mais il ne constitue pas encore un fonds de protection et de transformation des territoires europ&#233;ens.</p></li></ul><blockquote><p><strong>Une &#233;volution int&#233;ressante s&#8217;est n&#233;anmoins produite sur les march&#233;s cot&#233;s. Le State Street SPDR MSCI Resilient Future UCITS ETF, cot&#233; en Europe depuis septembre 2025, permet d&#8217;investir dans un ensemble mondial d&#8217;entreprises actives dans les &#233;nergies propres, l&#8217;eau, l&#8217;agriculture alternative et la protection du capital naturel. C&#8217;est probablement l&#8217;un des produits accessibles au grand public qui se rapproche le plus d&#8217;une logique RESILTECH. Mais son p&#233;rim&#232;tre demeure global, tr&#232;s large et encore fortement m&#234;l&#233; &#224; la transition &#233;nerg&#233;tique classique. Il finance un &#171; avenir r&#233;silient &#187; davantage qu&#8217;il ne cible directement les incendies, les inondations, la continuit&#233; des infrastructures ou l&#8217;habitabilit&#233; europ&#233;enne.</strong></p></blockquote><p>Les briques financi&#232;res existent donc : fonds d&#8217;infrastructures durables, fonds pour l&#8217;eau, solutions fond&#233;es sur la nature, assurance climatique, adaptation agricole, obligations vertes, technologies de pr&#233;vision et de surveillance. Mais elles restent dispers&#233;es dans des cat&#233;gories con&#231;ues pour d&#8217;autres r&#233;cits : ESG, transition &#233;nerg&#233;tique, capital naturel, infrastructures ou impact investing.</p><div class="callout-block" data-callout="true"><p><strong>Ce qui manque encore est une classe d&#8217;investissement explicitement construite autour de la continuit&#233; des fonctions essentielles.</strong></p></div><div><hr></div><h2>Le paradoxe de l&#8217;&#233;pargne europ&#233;enne</h2><p><strong>Cette absence est d&#8217;autant plus surprenante que le besoin de financement est d&#233;sormais document&#233;. Une &#233;valuation publi&#233;e par la Commission europ&#233;enne en janvier 2026 estime que l&#8217;Union europ&#233;enne devrait investir environ 70 milliards d&#8217;euros par an dans l&#8217;adaptation jusqu&#8217;en 2050, dont pr&#232;s de 30 milliards pour les infrastructures, 21 milliards pour les &#233;cosyst&#232;mes et 12 milliards pour la s&#233;curit&#233; alimentaire.</strong></p><p>L&#8217;Agence europ&#233;enne pour l&#8217;environnement parvient &#224; des ordres de grandeur encore plus &#233;lev&#233;s selon les secteurs et les sc&#233;narios climatiques. Elle estime que le d&#233;ficit annuel de financement de l&#8217;adaptation pourrait d&#233;passer 100 milliards d&#8217;euros dans les sc&#233;narios les plus d&#233;favorables. Entre 1980 et 2024, les &#233;v&#233;nements m&#233;t&#233;orologiques et climatiques extr&#234;mes auraient d&#233;j&#224; provoqu&#233; environ 822 milliards d&#8217;euros de pertes directes en Europe, dont 40 &#224; 50 milliards par an entre 2021 et 2024.</p><p>Le capital n&#8217;est pourtant pas absent. La Commission europ&#233;enne estime qu&#8217;environ 70 % de l&#8217;&#233;pargne des m&#233;nages de l&#8217;Union, repr&#233;sentant pr&#232;s de 10 000 milliards d&#8217;euros, demeure plac&#233;e sous forme de d&#233;p&#244;ts bancaires. L&#8217;Union de l&#8217;&#233;pargne et des investissements cherche pr&#233;cis&#233;ment &#224; orienter une partie de ces ressources vers l&#8217;&#233;conomie productive europ&#233;enne.</p><blockquote><p><strong>La vraie question devient alors : productive pour produire quoi ?</strong></p></blockquote><p>Le risque serait que cette mobilisation b&#233;n&#233;ficie principalement aux th&#232;mes financiers d&#233;j&#224; dominants : intelligence artificielle, plateformes num&#233;riques, semi-conducteurs, d&#233;fense, cybers&#233;curit&#233; ou transition &#233;nerg&#233;tique. Ces domaines sont n&#233;cessaires. Mais lorsque l&#8217;&#233;pargne europ&#233;enne finance des entreprises num&#233;riques &#233;trang&#232;res, elle renforce parfois davantage la valorisation d&#8217;&#233;cosyst&#232;mes technologiques ext&#233;rieurs que les capacit&#233;s mat&#233;rielles de ses propres territoires.</p><div class="callout-block" data-callout="true"><h4 style="text-align: center;"><strong>Pourquoi ne pas offrir aux citoyens europ&#233;ens un v&#233;hicule permettant d&#8217;investir directement dans la s&#233;curit&#233; hydrique, la pr&#233;vention des incendies, la r&#233;sistance des r&#233;seaux &#233;lectriques, le refroidissement urbain, la protection contre les crues, l&#8217;agriculture adapt&#233;e aux s&#233;cheresses, la r&#233;novation climatique des b&#226;timents ou la restauration des &#233;cosyst&#232;mes protecteurs ? - prosilience.ch - 7/2026</strong></h4></div><p>Ce ne serait pas seulement de &#171; l&#8217;investissement vert &#187;. Ces trois dimensions forment un m&#234;me syst&#232;me de s&#233;curit&#233;.</p><p>La d&#233;fense des fronti&#232;res prot&#232;ge la souverainet&#233; externe. La protection sociale maintient la coh&#233;sion interne. La r&#233;silience territoriale pr&#233;serve les milieux, les r&#233;seaux et les services sans lesquels ni la souverainet&#233; ni la coh&#233;sion ne peuvent durablement fonctionner.</p><h4><strong>L&#8217;Europe pr&#233;voit de mobiliser jusqu&#8217;&#224; 800 milliards d&#8217;euros d&#8217;investissements suppl&#233;mentaires dans le cadre de ReArm Europe&#8211;Readiness 2030. </strong></h4><p>Les montants consacr&#233;s &#224; la d&#233;fense et ceux n&#233;cessaires &#224; l&#8217;adaptation ne sont pas directement comparables : ils ne portent ni sur les m&#234;mes p&#233;riodes, ni sur les m&#234;mes instruments, ni sur les m&#234;mes menaces. Leur mise en regard r&#233;v&#232;le cependant une asym&#233;trie politique. L&#8217;Europe sait cr&#233;er rapidement des dispositifs financiers, des d&#233;rogations budg&#233;taires, des commandes conjointes et des garanties lorsqu&#8217;un risque est reconnu comme strat&#233;gique.</p><blockquote><p><strong>Pourquoi les incendies g&#233;ants, les inondations, le stress hydrique, les canicules, l&#8217;&#233;rosion des sols ou la fragilisation des r&#233;seaux ne d&#233;clencheraient-ils pas une mobilisation comparable ?</strong></p></blockquote><p>Des chars, des drones et des munitions sont n&#233;cessaires face &#224; certaines menaces. Mais ils ne r&#233;tablissent pas l&#8217;eau potable, ne refroidissent pas les villes, ne restaurent pas les sols, ne maintiennent pas l&#8217;assurabilit&#233; des habitations et ne reconstruisent pas automatiquement la confiance apr&#232;s une catastrophe.</p><p>La d&#233;fense du XXIe si&#232;cle devra donc devenir plus large : <strong>d&#233;fendre une fronti&#232;re, mais aussi d&#233;fendre la possibilit&#233; de vivre derri&#232;re cette fronti&#232;re</strong>.</p><div><hr></div><h2>Et la Suisse ?</h2><p>La Suisse dispose elle aussi d&#8217;une base financi&#232;re consid&#233;rable. </p><blockquote><p><strong>&#192; la fin de 2024, le bilan cumul&#233; de ses institutions de pr&#233;voyance atteignait environ 1 220 milliards de francs. Une allocation de seulement 0,5 % de ces actifs repr&#233;senterait quelque 6,1 milliards de francs susceptibles d&#8217;&#234;tre investis dans des infrastructures et entreprises contribuant &#224; la r&#233;silience, sous r&#233;serve &#233;videmment des exigences de rendement, de diversification et de responsabilit&#233; fiduciaire des caisses.</strong></p></blockquote><p>En comparaison, la Conf&#233;d&#233;ration, les cantons et les communes ont consacr&#233; 656 millions de francs &#224; la protection contre les dangers naturels en 2024. Depuis 2025, le programme f&#233;d&#233;ral Adapt+ soutient &#233;galement des projets destin&#233;s &#224; r&#233;duire les risques climatiques et &#224; prot&#233;ger les populations, les biens et les ressources naturelles. Ces instruments sont importants, mais ils restent principalement publics et programmatiques.</p><blockquote><p><strong>La prochaine &#233;tape pourrait consister &#224; cr&#233;er un mandat d&#8217;investissement       &#171; Suisse prosiliente &#187;, <a href="https://www.prosilience.ch/p/le-risque-de-black-out-en-suisse?">relire ce post datant de 2022</a> - associant caisses de pension, assureurs, banques cantonales, Conf&#233;d&#233;ration, cantons et entreprises. Il financerait &#224; la fois des soci&#233;t&#233;s helv&#233;tiques exportatrices de solutions et des projets am&#233;liorant directement les conditions d&#8217;existence du territoire suisse.</strong></p></blockquote><div><hr></div><h2>Faire de l&#8217;habitabilit&#233; un actif strat&#233;gique</h2><blockquote><p><strong>Il ne s&#8217;agit pas d&#8217;opposer les investissements dans l&#8217;intelligence artificielle, la d&#233;fense, le social ou l&#8217;adaptation. Introduction - A July 2016 document from a future that no longer exists</h2><p>Dated <strong>12 July 2016</strong>, the document examined here is more than a trend map. It is a layered foresight artifact composed of a printed futures chart, handwritten markings across that chart, and two additional handwritten synthesis pages that condense the map into a short list of civilizational concerns. Read together, these layers capture a moment when scanning the future gave way to something more interpretive: an effort to understand how emerging technologies, governance mutations, demographic shifts, and bio-political transformations might converge into a new social order.</p><p>The usual way to revisit an old foresight document is to ask whether it was right. That is too narrow. The more interesting question is what kind of future it thought it was entering. The July 2016 notes do not merely identify themes such as blockchain, basic income, AI, longevity, or world governance. They reorganize those themes around deeper anxieties and possibilities: democracy under monitoring, sovereignty under pressure, humanity under redesign, rights under expansion, and work under erosion. The artifact therefore deserves to be read not as a scorecard of prediction, but as a historical grammar of anticipation.</p><blockquote><p><em><strong>From today&#8217;s vantage point, the value of the document lies precisely in this double movement. It first inventories signals. It then extracts a hypothesis from them. That hypothesis is strikingly audacious: the coming transition will not be defined only by new technologies, but by a redefinition of governance, legitimacy, and the human being itself. This article revisits that hypothesis as a retrofuture audit, asking not only what the document saw clearly, but what it struggled to name, what it missed, and what its categories reveal about the anticipatory imagination of 2016.</strong></em></p></blockquote><div><hr></div><h2>2. The artifact in layers - From printed trend map to handwritten civilizational hypothesis</h2><p>The printed chart offers the familiar architecture of institutional foresight. It arranges themes across a field of &#8220;settled trends&#8221; and &#8220;emerging phenomena,&#8221; associating them with issues such as world governance, synthetic biology, smart medicine, universal currency, basic income, cyber eugenics, automation, climate change, and global identity. At this level, the artifact behaves as many futures maps do: it turns complexity into an overview and presents a wide field of possible relevance.</p><p>A second layer appears directly on top of the chart. Here the handwriting begins to disrupt the neutrality of the printed frame. Certain areas are circled, linked, or renamed through marginal concepts such as values, identity, women, food, poverty, reverse surveillance, corruption, and new trust economy. The annotations suggest dissatisfaction with treating signals as isolated topics. They begin to reorganize the map around social and moral stakes rather than sectoral categories alone.</p><blockquote><p><em><strong>The third layer, composed of the handwritten synthesis pages dated July 12, 2016, is the most consequential. These pages no longer scan broadly; they select and condense. Global citizenship, blockchain and DAO, cyber eugenics, basic income, parity between Muslim and Christian populations, a new role for human beings, longevity, sovereign-less society, circular economy, AI and AGI, and a shift of power toward cyber are not listed as equal trends. They are staged as components of one larger transition. The artifact therefore evolves across its own layers: from map, to interpretation, to manifesto. That trajectory is itself a foresight lesson. The meaningful work does not end with mapping; it begins there.</strong></em></p></blockquote><div><hr></div><h2>3. Reading 2016 historically - What kind of future was being imagined?</h2><p>The July 2016 document reflects a threshold moment in the politics of anticipation. The future it imagines is no longer simply one of innovation, connectivity, and growth. Nor is it yet fully a world of polycrisis, platform dependency, and AI saturation in the sense that later years would make familiar. Instead, it occupies an in-between zone: the period when digital infrastructures, distributed systems, life sciences, and automation were increasingly understood not just as technical developments, but as forces capable of reorganizing the political and anthropological foundations of social life.</p><p>That shift is visible in the language of the notes. <strong>&#8220;Global citizenship,&#8221; &#8220;one currency,&#8221;</strong> and <strong>&#8220;world governance&#8221;</strong> suggest a world moving beyond inherited national containers. <strong>&#8220;Blockchain &#8594; DAO / P2P&#8221;</strong> suggests that infrastructure itself might become political form. <strong>&#8220;Cyber eugenics,&#8221; &#8220;longevity,</strong>&#8221; and <strong>&#8220;what it will be to be a human being&#8221; </strong>point toward the body and personhood as sites of transformation. <strong>&#8220;Monitoring democracy&#8221;</strong> shows that even democracy is no longer assumed as a fixed institutional backdrop; it is itself becoming unstable, measurable, vulnerable, and redesignable.</p><blockquote><p><em><strong>This is what makes the artifact historically revealing. It shows 2016 as a year in which emerging forces had become visible, but their later institutional forms had not yet fully crystallized. The notes therefore oscillate between acuity and conceptual strain. They sense that a new order is forming, but can only name it through provisional labels: neo, cyber eugenics, sovereign-less society, AGI? That instability is not a weakness of the document alone. The real foresight move - Why the handwritten synthesis matters more than the printed map</h2><p>The printed chart remains useful, but the real foresight move occurs in the handwritten synthesis- part of the sensemaking exercise. That is where the document ceases to behave like a broad scan and begins to function like an argument. The 2016 notes do not ask what is merely new. They ask what is being fundamentally restructured. Democracy is boxed. &#8220;Monitoring democracy&#8221; is circled. DAO is linked to world governance. &#8220;What it will be to be a human being?&#8221; is elevated from implicit background concern to explicit central question.</p><p>This movement matters because it separates two different kinds of foresight. The first kind classifies signals. The second identifies the deeper tensions through which those signals may become historically significant. The synthesis pages belong to the second type. They compress the map into a short agenda centered on <strong>governance mutation, post-nationality, human transformation, rights, and purpose</strong>. In doing so, they reveal a practical truth about anticipatory work: the most important outcome of scanning is often not the inventory itself, but the interpretive condensation that follows.</p><blockquote><p><em><strong>Seen this way, the July 2016 pages are not supplementary notes. They are the intellectual center of the artifact. They show a practitioner moving beyond descriptive foresight toward something closer to political anthropology. This is the point at which the document stops being about technologies and starts being about forms of life.</strong></em></p></blockquote><div><hr></div><h2>5. Democracy under transformation - From governance to monitored legitimacy</h2><p>One of the most striking features of the handwritten notes is the treatment of democracy as an unstable object. The word itself is boxed, and the phrase &#8220;monitoring democracy&#8221; is singled out as a major concern. This is not the language of a period that assumes democratic form to be secure. It is the language of a period beginning to recognize that digital infrastructures, data systems, algorithmic visibility, and network coordination may alter the conditions under which democratic legitimacy is produced and maintained.</p><p>The term &#8220;monitoring democracy&#8221; is suggestive precisely because it is ambiguous. It may imply surveillance of democratic citizens, quantification of participation, platform intermediation of public discourse, real-time legitimacy metrics, or the replacement of slower institutional mediation with continuous data-based exposure. In each case, democracy becomes less a constitutional arrangement and more an object subjected to technical scrutiny and infrastructural redesign. The notes do not fully articulate the later forms this pressure would take, but they clearly sense that democracy is entering a different regime of vulnerability.</p><blockquote><p><em><strong>From the present, this intuition appears remarkably sharp. The following years would intensify concern about disinformation, platform governance, data extraction, computational propaganda, trust collapse, and the thinning of public mediation. The lesson is not that the notes foresaw every mechanism. It is that they grasped something deeper: democracy itself had become a frontier of transformation. They may delve into any aspect of the process or outcomes: the discussions, methods, expectations, disagreements, insights, blind spots, later reinterpretations, or the relevance of the work today.</p><p>The goal is to bring these contributions together into a <strong>collective book</strong>, to be independently published, potentially through <strong>Lulu</strong>.</p><blockquote><p><em><strong>Any type of contribution is welcome.
